Bush, who visited the scene of the fires Thursday, spoke from Washington this morning, "I have spoken to Governor Arnold Schwarzenegger, as well as the FBI, and we have all reached my consensus that these fires were an act of terror. Early intelligence reports indicated that these evil folks came from a place outside of America - in other words, Iran - and the passports confirm this".
The new development came as the President admitted that contrary to early suggestions, the wildfires were, on reflection, "probably not" The Rapture.
So far Iranian President, Mahmoud Ahmedinejad, has declined comment, although sources in Tehran say this is because he is too busy looking up cheap flights for when he takes his extended holiday leave next year.
Bush's announcement comes on the back of new US imposed sanctions against Iran, which is still refusing to submit to UN demands to shut down their nuclear program. Concluding his speech, Bush confirmed that if no evidence had been found linking Iran to the wildfires, he would have been "happy with the boobie prize of finding a Mexican immigrant's driving license near the scene".
